Declarations of Interest PDF 131 KB To receive any Declarations of Interest. Minutes: Cllr Bowden - Declared a personal interest as he donated his Member’s Budget to Sebastian’s Action Trust and his daughter got married in Holy Trinity Garrison Church which was located approximately 100m from his home address. He also declared a personal interest as he was a member of a theatre group in Datchet, although, the group had never applied for funding from the Borough, other theatre groups had.
Cllr S. Rayner – Although not a voting Member of the Panel, Cllr Rayner declared a personal interest as Lead Member as she was an Ambassador for Sebastian’s Action Trust and Cllr Rayner was also the Council’s representative for the Windsor Festival. She left the meeting at 11.28 am before either item was discussed by the Panel.
Cllr D. Wilson – Declared a personal interest as he was the Council’s representative for the Citizens Advice Bureau Windsor & Maidenhead.

Berkshire Community Foundation 2015/16 activity in RBWM To receive the above verbal summary. Minutes: David Scott, Head of Governance, Partnerships, Performance & Policy provided Members with a summary of grants awarded within the Royal Borough of Windsor and Maidenhead by the Berkshire Community Foundation. David Scott reinforced that the Borough does benefit from the ‘3’ Grassroots Fund but also, from other funding available through the Berkshire Community Foundation (BCF).
The Chairman stated that there was a very small amount of applications from the arts sector and requested that officers and Members responsible for that sector promote to their contacts the availability of the funding from the Berkshire Community Foundation. Councillor S. Rayner commented that there was scope for the Borough to work with arts groups to promote the BCF funding and also avoid duplication of grants.
Members noted the activity of the Berkshire Community Foundation within the Royal Borough of Windsor and Maidenhead.

SCHEDULE OF GRANT APPLICATIONS Minutes: The Panel discussed all grant applications in Part II, but agreed to minute the decisions in Part I.
BUDGET: £132,037
RESOLVED UNANIMOUSLY: That the following grant awards be made and the decision be minuted in Part I:
*Windsor Fringe - £2,000 to be awarded from the Kidwells Park Trust grant fund, making a total award of £5,000 Norden Farm to be awarded £2000 from the Kidwells Trust grant fund The following applications were deferred: 4Motion Dance – The Panel agreed this application would be deferred to a later date as Social Enterprise funding had recently been awarded; the Panel requested that officers monitor the organisation before providing further funds. Windsor Baptist Church (Treehouse Café) – The Panel agreed to defer this application in order for officers to find out further details about the organisations activities that the funding would support. The application would be reconsidered at a later date if appropriate. Standout out for Autism – The Panel agreed to defer this application pending the outcome of an application to the Big Lottery Fund. If they do not receive funding from the Big Lottery Fund, their application will be reconsidered either in September 2017 or, under Delegated powers. That with regret, the following applications were refused:

Out of a total available budget of £132,037 a total of £110,525 was allocated, leaving £21,512 in the budget for future allocations within 2017/18.
The Vice-Chairman suggested advertising grant aid funding more heavily in areas where very few applications had been received such as Wraysbury and Horton. The Borough could advertise in local community magazines. The Chairman stated it would be good to receive applications for the September 2017 Grants Panel from areas that had previously been under-represented.

LOCAL GOVERNMENT ACT 1972 - EXCLUSION OF THE PUBLIC Minutes: RESOLVED UNANIMOUSLY: That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the remainder of the meeting whilst discussion took place on items 5-11 on the grounds that they involved the likely disclosure of exempt information as defined in Paragraph 3 of part I of Schedule 12A of the Act.
