    01/07 ELECTION OF CHAIRMAN
        RESOLVED: That Councillor Mrs Hawkes be elected Chairman of the Panel for the ensuing Municipal Year.

      02/07 ELECTION OF VICE-CHAIRMAN
        RESOLVED: That Councillor Lenton be elected Vice-Chairman of the Panel for the ensuing Municipal Year.

      03/07 APOLOGIES FOR ABSENCE

      were received from Councillor Mrs Stock.

      04/07 DECLARATIONS OF INTEREST

      There were no Declarations of Interest.

      05/07 REVIEW OF CHILDREN AND YOUNG PEOPLE PLAN/SELF ASSESSMENT FOR THE ANNUAL PERFOMRANCE ASSESSMENT

      Members were presented with the report due to be submitted to Cabinet on 28 June 2007 on the Review of the Royal Borough’s Children and Young People Plan and self-evaluation, which were required to be submitted to central government as part of this year’s Annual Performance Assessment (APA) of Children’s Services.

      Members complimented the officers for the quality of the report in relation to its clarity and detail in relation to the targets. In relation to Enjoy and Achieve Outcome Objective 2, Councillor Mrs Pitteway stated that she looked forward to progress in relation to narrowing the attainment gap between underachieving groups and all Royal Borough pupils. In addition, in relation to Enjoy and Achieve Outcome Objective 4, Councillor Pitteway commented that she would also look forward to regular updates on monitoring on the impact of the nurture groups. New Members were also encouraged to read the document.

      06/07 APPOINTMENT OF SCHOOL GOVERNORS

      Members considered the report due to be submitted to Cabinet on 28 June 2007, advising of vacancies that had arisen or would shortly arise for education authority representatives on school governing bodies within the Royal Borough, and of nominations that were received, so that appointments by Members from amongst these were made.

      The Panel noted the process for the appointment of School Governors, and Members were also informed that all the nominations for the vacant positions had been included in the report.
        RESOLVED: That the report be recommended to Cabinet for approval.

      07/07 SOUTH ASCOT VILLAGE SCHOOL REPORT

      Members considered the report due to be submitted to Cabinet on 28 June 2007, which was seeking a formal decision on a proposal by the Governing Body of South Ascot Village School to expand the South Ascot Village Primary School from 149 places to 200 places with effect from January 2008.

      The Panel noted the background to this proposal, and was also informed of the process that had been undertaken. Members supported the proposals, and placed on record their congratulations to the Headteacher and staff at the school for their work and good atmosphere at the school.
        RESOLVED: That the report be recommended to Cabinet for approval.

      08/07 STATEMENT OF PURPOSE FOR FOSTERING SERVICES AND ADOPTION SERVICES PROVIDED BY THE COUNCIL COVERED BY NATIONAL MINIMUM STANDARDS LAID DOWN BY THE DEPARTMENT OF HEALTH

      Members considered considered the report due to be submitted to Cabinet on 28 June 2007 providing details of the Statements of Purpose for Fostering Services and Adoption Services provided by the Council and regulated by OFSTED.

      Members welcomed this report, and placed on record their appreciation to the officers for the provision of an excellent service.
        RESOLVED: That the report be recommended to Cabinet for approval.

      09/07 LOCAL GOVERNMENT ACT 1972 – EXCLUSION OF THE PUBLIC
        RESOLVED: That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the remainder of the meeting whilst discussion takes place on item 9 on the grounds that they involve the likely disclosure of exempt information as defined in Paragraphs 1-7 of part I of Schedule 12A of the Act.
