15/11 APOLOGIES FOR ABSENCE

None were received.

16/11 DECLARATIONS OF INTEREST

Councillor Bullock – Declared a Personal interest in the Cheapside Diamond Jubilee item due to having a family connection on the organising committee.

17/11 APPLICATION FOR BIG SOCIETY PROJECTS LOCAL AREA AGREEMENT FUNDING

Members noted the applications for funding that had been received.

Application from Cheapside Diamond Jubilee Event

Members considered an application for £2,750 of funding from the Cheapside Diamond Jubilee Event and noted that it was the intention to build on the event by increasing volunteering and community based activity in and around Cheapside. One project proposed was the clearance of local woods and painting the interior of the village hall. Members agreed that the scheme met the following Big Society criteria:
    1) increase volunteering
    2) develop and put in place a community projects.

After a short discussion it was agreed to award £2,000.
BIG SOCIETY SUB GROUP – 21.02.12

    RESOLVED: That the Big Society Panel be recommended to award Cheapside Diamond Jubilee Event £2,000 of Big Society LAA funding.

Application from Community Safety: Safe Place Scheme

Members considered an application for £1,500 of funding from Community Safety: Safe Place Scheme. Members noted that this was to provide a number of safe places (primarily in shops) where vulnerable people could call in and seek help from staff who would receive some basic training. It aimed to involve businesses in supporting vulnerable people within the Royal Borough on a voluntary basis. Members also noted that posters and stickers would be displayed in shop windows to enable people to recognise which business was taking part. The scheme would be promoted in the website and through the Town Partnerships. Members agreed that the scheme met the following Big Society criteria:

    1) increase volunteering
    2) develop and put in place a community projects
    4) work with and secure the support of businesses to engage in volunteering and community projects.

After a short discussion it was agreed to award £1,500.
    RESOLVED: That the Big Society Panel be recommended to award Community Safety: Safe Place Scheme £1,500 of Big Society LAA funding.

Application from Project Rainbow

Members considered an application for £10,000 of funding for Project Rainbow and noted that this project did not meet the Big Society criteria. This funding is for a hall and toilets and therefore not a specific volunteering project which meets with the Big Society’s outcomes.
    RESOLVED: That the Big Society Panel be recommended not to award Project Rainbow Big Society LAA funding as this project did not meet Big Society Criteria.

Application from Paris

Members considered an application for £2,000 of funding for Paris and noted that the scheme was not a Royal Borough based project and did not appear to benefit any Royal Borough residents. They also noted that the project was London based and therefore funding should not be recommended.
    RESOLVED: That the Big Society Panel be recommended not to award Paris Big Society LAA funding based on the reasons as laid out above.
Application from SPICE (Special People on Ice)

Members considered an application for £1,000 of funding for SPICE (Special People on Ice) and noted that the funding had been pro-rata’d to reflect the cost for the five Royal Borough residents who would be taking part in the ice hockey tournament as described in their application. Members noted also that the funding would be purely for expenses and that the carers involved did so entirely free of charge as volunteers. Members agreed that the project met with the following Big Society Criteria –
    1) increase volunteering
    5) development of voluntary organisation

Members agreed an amount of £1,000 be awarded.
    RESOLVED: That the Big Society Panel be recommended to award SPICE (Special People on Ice) £1,000 of Big Society LAA funding.

Application from The Ascot Project

Members considered an application for £1,500 of funding for The Ascot Project and noted that the project was a large event which was held at Ascot Racecourse on an annual basis every August and that the funding would be put towards promotional material, namely banners. They noted that the project met with two of the five Big Society criteria –
    1) increase volunteering;
    2) development of a community project
After a short discussion Members agreed that The Ascot Project be awarded £500 and recommended that if the Ascot Project should submit a further application for £1,000 in relation to volunteering for this worth event, the Big Society Sub-Group would consider the application at their next meeting.
    RESOLVED: That the Big Society Panel be recommended to award The Ascot Project £500 of Big Society LAA funding.

Application from WRVS – Project Carebank

Members considered an application for £5,000 of funding for the WRVA – Project Carebank and noted that the project was to develop a detailed Carebank volunteer evaluation process to reflect the recruitment of volunteers, their support and the impact that Carebank had on volunteers through the project as well as increasing volunteers. This would be an ongoing analysis which would then develop and improve the volunteer approach and experience. Members agreed that the project met with the following Big Society Criteria –
    1) increase volunteering
    2) develop and put in place a community project
    3) support the Borough’s Big Society project
    5) development of voluntary organisations

The Panel agreed to fund £5,000 to WRVS subject to a request for information on whether the original application for the scheme included provision for evaluation and whether that evaluation work would be undertaken by volunteers or paid members of staff, as the funding requested should be not be put towards salaries.
    RESOLVED: That the Big Society Panel be recommended to award WRVS – Project Carebank £5,000 of Big Society LAA funding subject to confirmation that funding would be allocated to volunteers and not to paid members of staff.

Application from Youth Council Participatory Budgeting Scheme

Members considered an application for £10,000 of funding for the Youth Council Participatory Budgeting Scheme and noted that the project was to contribute to the new Youth Participatory budgeting scheme to be run by the Royal Borough Youth Council in partnership with officers to encourage projects including and benefitting young people to apply for and grant receive funding through participatory budgeting. Both the scheme itself and the successful projects would involved young people in their design and delivery and would also encourage volunteering. The Panel agreed that young people would attract young people if they demonstrated the positives of volunteering and getting involved. Members agreed this project met all five Big Society Criteria –
    1) increase volunteering
    2) develop and put in place a community project
    3) support the Borough’s Big Society projects
    4) potentially through the project development work with secure the support of business
    5) development of voluntary organisations

The Panel noted that this funding would be match-funded by the Participatory Budget Sub-Committee and therefore agreed that the Youth Council – Participatory Budgeting Scheme be awarded £10,000.
    RESOLVED: That the Big Society Panel be recommended to award Youth Council – Participatory Budgeting Scheme £10,000 of Big Society LAA funding.

18/11 APPLICATION FOR LOCAL AREA AGREEMENT FUNDING FOR NAMED PARTNERS

Application from Windsor and Maidenhead Voluntary and Community Partnership

Members considered again an application for £41,000 of funding for the Windsor and Maidenhead Voluntary and Community Partnership in relation to the Local Area Agreement Funding for Named Partners and noted that the funding had already been allocated. The Panel noted the Project Costings for WAMVCP, Community Training and WMVC Web Site which had been requested by the Panel at the last meeting. However, as £35,000 was due to be allocated to a part-time officer, Members requested a detailed breakdown of costs in relation to the officer, particularly how many hours per week they would be employed for. They believed that there was already an officer in post and the funding was to continue the post for a further 18 months. The Panel agreed to allocate the remainder of the £41,000 of £6,000.
    RESOLVED: That the Big Society Panel be recommended to award Windsor and Maidenhead Voluntary and Community Partnership £6,000 of their LAA funding, but that £35,000 be held back until further detailed information on the part-time officer was given.
