Cabinet considered the report regarding recommendations from the Adults, Children and Health Overview & Scrutiny Panel following their recent call in of the 30th April 2020 Cabinet decision relating to the item ‘Children’s Centres Consultation Results – Family Hubs’.

 

The Deputy Chairman of Cabinet, Adult Social Care, Children’s Services, Health and Mental Health informed Cabinet that they were asked to consider the recommendations from the recent overview and scrutiny panel meetings regarding the call in of the children’s centres Cabinet report.  He thanked the panel members for the scrutiny undertaken on the Cabinet report and said their recommendations could be found in section 2.2 of the report provided for today’s meeting.  It was clear that there was a need for clarity on the planned consultation and next steps.

 

The Director for Children’s Services explained that the main point in the scrutiny recommendations was that a revised decision paper was required to come back to May 2020 Cabinet, particular clarification was required about how consultation would take place under current conditions.  Having talked to experts it was clear that a report would not be ready for the May Cabinet and thus todays recommendation said one would come to June 2020 Cabinet.

 

The Lead Member for  Housing, Communications and Youth Engagement informed that he hoped that the clarity given at the recent overview and scrutiny panel would mean that we could move onto the important work commissioning and transforming the service so resources could be targeted at the most vulnerable.  He head held discussions with Youth Ambassadors and wished to thank them for their contribution to the consultation and continued engagement.  He also thanked community activists who have contacted Lead Members exploring the delivery of the modern services.

 

The Chairman said that there had been a robust debate at scrutiny on the topic and it was being recommended tonight that a paper be brought back to Cabinet and thus he proposed the recommendation in the report.

 

The clerk informed that by voting Cabinet Members were confirming that they had heard the debate and that there had been no loss in connectivity.

 

Resolved unanimously that Cabinet:

 

  1. Set aside the decision of 30th April 2020 cabinet and officers bring a report to June cabinet which addresses the issues raised via the call in and discussed at the Adults, Children and Health Overview & Scrutiny Panel of 14th May 2020.  The report will set out the policy proposal, the priorities established by the earlier consultation and the pathway for consultation on the implementation details that support the proposal.
