Councillor Walters declared a personal interest for Item 2 as he is a Bray Parish Councillor. Councillor Walters took no part in the discussions and has attended the meeting with an open mind.

The Panel considered the Head of Planning report on planning applications and received updates in relation to a number of applications, following the publication of the agenda.

Erection of part single/part two-storey building for a special needs school, ancillary multi-use games areas, landscaping and parking.

 

A motion was put forward by Councillor Hill to defer and delegate the application to the Head of Planning to approve subject to the application not being called in for a decision by the Secretary of State on referral via the Planning Case Work Unit and the conditions listed in Section 3 of the panel update report, as per Officers recommendation. This was seconded by Councillor Taylor.

 

It was Unanimously agreed to DEFER and DELEGATE the application to the Head of Planning to approve subject to the application not being called in for a decision by the Secretary of State on referral via the Planning Case Work Unit and the conditions listed in Section 3 of the panel update report.

A motion was put forward by Councillor Singh to grant planning permission for the proposed development. This was not seconded so the motion fell.

 

A second motion was put forward by Councillor Hill  to refuse the application as per Officers recommendation. This was seconded by Councillor Walters.

 

A named vote was taken and nine councillors voted for the motion (Baldwin, Brar, Haseler, Hill, Johnson, Reynolds, Stimson, Taylor and Walters). Two councillors voted against the motion (Singh and Targowski).

 

It was agreed to REFUSE the application.

A motion was put forward by Councillor Reynolds to permit the application as per Officers recommendation with a condition added to restrict activity on the site to B1 use only. This was seconded by Councillor Taylor.

 

A named vote was taken and eight councillors voted for the motion (Baldwin, Brar, Hill, Johnson, Reynolds, Stimson, Targowski, and Taylor). Councillors Haseler and Singh voted against the motion and Councillor Walters abstained from voting.

 

It was agreed to APPROVE the application with an additional condition to restrict activity on the site to B1 use only.
