He was Chairman of the Windsor Area Development Management Panel when the application was originally considered and had done a site visit. He knew the applicant in a professional capacity but would attend the Panel with an open mind.
Councillors Bowden, Tisi and Davey all also declared an interest as they were also part of the Windsor Area Development Management Panel that had previously considered the application. They would all be attending the Panel with an open mind. |

Minutes: A motion was put forward by Councillor Tisi to REFUSE the application contrary to Officers recommendation.
Reasons included its amount, height, scale and inadequate provision and poor layout of amenity space, the proposal would have resulted in a high density development that would be overly dominant and cramped within the site resulting in an overdevelopment. Together with the incongruous architectural design and harm / loss to trees which made a positive contribution to the character of the area, the proposal would also represent poor quality design. The poor quality design, and poor quality of amenity space would not optimise the standards of amenity for future residents. Therefore, the proposal was out of keeping with the character of the street scene and wider area and failed to provide an acceptable level of amenity for residents, contrary to saved Policies DG1, H10, H11 and N6 of the Royal Borough of Windsor and Maidenhead Local Plan 1999 (Incorporating Alterations Adopted in June 2003), the Royal Borough of Windsor and Maidenhead Borough Wide Design Guide Supplementary Planning Document (2020), and paragraph 127 of the National Planning Policy Framework (2019).
