PRESENT: Councillors Natasha Airey (Chairman), Eileen Quick (Vice Chair), George Bathurst, James Evans, Jesse Grey (sub for Sue Evans) and John Penfold (sub for John Fido).

Also Present: Councillor Cynthia Endacott, Janet Dawson (Resident), Philip Dewey (Windsor Express), David Jessey (Windsor Chamber of Commerce), Trevor Robinson (Resident), Anne Taylor (Windsor and Eton Society), Dan Whiteway (Royal Borough Observer) and Garry Williams (Resident).

PART I

APOLOGIES FOR ABSENCE

Apologies were received from Councillors Tom Bursnall, Sue Evans and John Fido.

Apologies were also received from the Windsor Town Manager (Paul Roach).

DECLARATIONS OF INTEREST

Councillor Cynthia Endacott declared an interest in item 4 ‘Legoland and Traffic Update’ as she was an annual pass holder at Legoland.

MINUTES

The Minutes of the meeting of the Forum held on 12 June 2013 were approved as a correct record.

LEGOLAND AND TRAFFIC UPDATE

The Chairman welcomed the Traffic and Road Safety Manager, Tony Carr, to the meeting and invited him to address the Forum.

The Traffic and Road Safety Manager gave Members a short update presentation on Legoland Traffic. The presentation, which was agreed would be emailed out with the minutes, covered the following areas:
    • Background about the traffic signal switch-off trial.
    • Location of the trial.
    • Location of cameras and counter signs.
    • Results of the trial.
    • Public reaction.
    • Conclusion.
    • Legoland Planning Application.
    • Traffic update.

In the ensuing discussion the following points were noted:
    • Councillor Cynthia Endacott informed Members that she had been caught up in traffic during the trial weekend and explained that the lack of helpful information such as ‘no right turn ahead’ on the electronic signs had only exacerbated the problem.
    • It was suggested by Members that something needed to be done about the volume of traffic going into Legoland and it was believed by some that a Park and Ride located near / on the M4 could help alleviate the problem.
    • Councillor Cynthia Endacott informed Members that Legoland had been advertising free tickets in the daily papers that you had to send off for. It was noted that these free tickets included Saturdays too which was when the volume of traffic in Windsor was at its worst.
    • It was suggested that Legoland be encouraged to communicate more with Windsor residents so that everyone was better informed.
    • Councillor Grey requested information with regard to the car park capacity figures at Legoland which the Traffic and Road Safety Manager did not have to hand.
    • Councillor James Evans informed Members that the signs had been left out for a couple of weeks after the trial which had caused unnecessary confusion.
    • Councillor James Evans stated that he hoped funding from the LEP could be sourced to help find a solution to the volume of traffic in Windsor.
    • Councillor James Evans suggested an alternative entrance to Legoland be made for buses travelling to the venue.
    • Councillor Cynthia Endacott explained that she had discovered that the open top tourist bus was not being used to its maximum potential as people were being put off using it as they were getting stuck in the Legoland traffic when they wanted to see the other sights Windsor had to offer.
    • David Jessey (Windsor Chamber of Commerce) informed Members that whilst he had written to the Council to thank them for running the trial he did think that the trial could have been executed better. Members were informed that David Jessey did not agree with the results provided in the presentation which had stated that the length of queues had remained the same.
    • David Jessey stated that he would be interested to see the numbers that had visited Legoland on the trial weekend compared to the previous two weekends.
    • David Jessey informed Members that during the trial weekend businesses in Windsor had experienced a high number of customers cancelling appointments due to being stuck in traffic, which in turn reflected badly on Windsor as a whole.
    • David Jessey suggested that another trial take place in the future.
    • Garry Williams (resident of Windsor) informed Members that he would like to see Legoland making allowances for disabled and young children by allowing them to join the front of the queues. Councillor Cynthia Endacott informed Members that she had no objection to disabled / young children using the Fast-track route and stated that she believed there were already specific facilities in place at Legoland.
    • Trevor Robinson (resident of Windsor) agreed that a Park and Ride system, as used in Oxford and Cambridge, could only benefit Windsor and should be investigated further.
    • Trevor Robinson informed Members that Arthur Road, in addition to Clewer Road, suffered from the volume of traffic.
    • Councillor Eileen Quick suggested that timed and staggered entries into Legoland (via pre-booked tickets) could help alleviate the volume of traffic travelling to Legoland. It was suggested that Legoland could also offer sweeteners to encourage visitors to attend the attraction later in the day.
    • Councillor Eileen Quick informed Members that a complete parking review of Windsor was due in the future. It had been recognised that more parking was needed to enable people to shop in order to maintain a vibrant town centre.
    • David Jessey pointed out to Members that a Park and Ride only worked really well for those people driving past the amenity.
    • Councillor Cynthia Endacott believed Legoland Hotel’s roundabout was causing traffic to bottleneck up the hill.
    • The Chairman raised the issue of visitors to Legoland parking illegally on Winkfield Road during the trial weekend. The Traffic and Road Safety Manager agreed that this was something that needed to be addressed.
    • Councillor Cynthia Endacott requested that all Councillors be notified in advance of future trials so that they could inform their residents with the facts. The Chairman suggested a briefing note be produced to help Councillors keep their residents informed.
    • The Traffic and Road Safety Manager informed Members that Legoland currently had a planning application submitted to the Council and that if necessary conditions could be added to it.
    • The Chairman suggested a trial take place on Fireworks night. The Traffic and Road Safety Manager explained that whilst this was a possibility different problems were experienced on Fireworks night – people attending the event were staggered but everyone leaving the event did so at approximately the same time. The Traffic and Road Safety Manager did assure Members that his team would ensure people did not park illegally when attending Legoland on Fireworks night.
    • David Jessey suggested that ‘Police – no waiting’ signs be displayed at the next event at Legoland and that any cars that were parked illegally be ticketed.
    • Garry Williams suggested that police be placed at certain points on the run up to Legoland during busy times and that the traffic lights in those areas be overridden. The Traffic and Road Safety Manager explained that unfortunately due to lack of police resources the police were reluctant to get involved with directing traffic.
    • Councillors James Evans and Cynthia Endacott requested an update at the next meeting in February 2014. The Chairman agreed to request a parking review to incorporate Members requests for the next meeting in February.
        Action: The Traffic and Road Safety Manager to find out the car park capacity at Legoland for Councillor Jesse Grey.
        Action: The Clerk to email Paul Roach and request a contact for Councillor Cynthia Endacott.
        Action: The Traffic and Road Safety Manager to provide all Councillors with a briefing note about future trials.
        Action: A parking review to incorporate Members requests be presented at the next Windsor Town Forum meeting in February.
    The Chairman thanked the Traffic and Road Safety Manager for attending the meeting and addressing the Forum.

    PARTICIPATORY BUDGET

    The Chairman welcomed the Policy and Performance Manager, Naveed Mohammed, to the meeting and invited him to address the Forum.

    The Policy and Performance Manager gave Members a short update presentation on the Participatory Budget. The presentation, which was agreed would be emailed out with the minutes, covered the following areas:
      • Objectives.
      • Why PB?
      • Neighbourhood Budgets scheme.
      • Geographic Budgets scheme.
      • Area Wide budget.
      • Youth PB.
      • Member Budgets.
      • Future Initiatives.
      • How to get involved.
      • More Information.

    In the ensuing discussions, the following points were noted:
      • Councillor Cynthia Endacott informed the Policy and Performance Manager that she was experiencing problems redeeming her Recyclebank points and requested that an ‘idiots guide’ be made available on request.
      • Councillor Cynthia Endacott informed everyone present that she had already allocated her £750 Members Budget to schemes in her ward.
      • Garry Williams suggested that funding be allocated to the Neighbourhood Plan as he believed it to be a very important issue.
      • Janet Dawson (Resident) informed Members that she believed the projects to be very generalised and stated that she would find it useful to know how much money had been allocated to certain projects as this might alter her vote. It was requested that additional information (an extra paragraph) be provided on the web about the projects being advertised.
      • Councillor John Penfold queried whether projects involving potholes were already a responsibility of the Council. The Chairman explained that she believed only potholes of a certain depth and width qualified as being the Council’s responsibility.
      • Members requested a breakdown of the money allocated to projects, including the cycling on Peascod Street project, and confirmation as to whether the projects had actually gone ahead. It was queried what happened to the money allocated to a project if it did not proceed.
      • Councillor John Penfold asked whether some of the schemes were currently oversubscribed and whether some were undersubscribed. It was suggested that, if possible, the allocation to the Youth PB be increased.
      • The Chairman discussed the youth participatory budgeting scheme and mentioned its successes in the last round including a high level of participation and engagement across the Borough. The Chairman explained that the next round would launch in November.
          Action: The Policy and Performance Manager to look into producing an ‘idiot’s guide’ for redeeming Recylebank points.
          Action: : The Policy and Performance Manager to provide Members with a breakdown of the money allocated to projects, including the cycling on Peascod Street project, and confirmation as to whether the projects had actually gone ahead. It was queried what happened to the money allocated to a project if it did not proceed.
          Action: : The Policy and Performance Manager to inform Members of the CPSC that Members of the Windsor Town Forum would like to see the allocation to the Youth PB be increased.
    The Chairman thanked the Policy and Performance Manager for attending the meeting and addressing the Forum.
