To appoint Project Centre Limited as principal
highway design contractor for detailed scheme design.
Reasons for the decision:
Three highway design contractors have supplied
quotes to undertake this work. Project Centre Limited supplied the
lowest cost and best value quote.
Alternative options considered:
Not progressing with early detailed design
work at this point would make it impossible for the council to
deliver the junction improvements within the funding window. Three
quotes were received from highway design firms and the chosen
proposal represented lowest cost and best value (with regards cost
of full detailed design works).

The detailed design fee is £61,000,
funded by the Local Enterprise Partnership through agreed Housing
Sites Enabling Works budget.

Details of any associated equality/ sustainability /data protection considerations:
The primary aims of the project are to improve
junction safety and capacity for motor traffic. Whilst the junction
is being remodelled, the opportunity will be taken to modernise
walking, cycling and bus facilities for improved accessibility to
these sustainable travel modes, including accessible crossings. An
Equalities Impact Assessment has been undertaken and is enclosed
with this decision.

approval)
