Alison Alexander and Terry Baldwin declared interests in the item ‘Proposed Restructure of the Council’s Senior Leadership Team’ as members of the Senior Leadership Team.

RESOLVED UNANIMOUSLY: That the Part I minutes of the meeting held on 28 September 2015 be approved.

Members noted that the criteria document relating to senior management grades was a work in progress. Councillor Brimacombe commented that he would like to see the document in the future.

Members considered an update following the discussion at a previous meeting about politically restricted posts. Members noted that paragraph 2.1 should refer to the Employment Panel meeting held on 22 September 2015, rather than 2016 as in the report.

Councillor Saunders highlighted that those in politically restricted posts were able to stand as candidates for parish councils. Given that parish councils found it difficult to attract competent people to fill the roles, he felt that it would be valuable to highlight this to officers, who would provide a rich and fertile ground for finding parish councillors.

RESOLVED UNANIMOUSLY: That Members note the content of the report detailing:

a)    what constitutes a politically restricted post

b)    a list of current posts that fall into the politically restricted posts criteria

c)    guidance issued to staff in politically restricted posts

RESOLVED UNANIMOUSLY: That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the remainder of the meeting whilst discussion took place on items 6-7 on the grounds that they involved the likely disclosure of exempt information as defined in Paragraphs 1-7 of part I of Schedule 12A of the Act
