To consider the Part I minutes of the meeting held on 8 December 2015

RESOLVED UNANIMOUSLY: That the Part I minutes of the meetings held on 8 December 2015 be approved subject to the following amendment:

·         To add Florence Churchill as in attendance.

To receive a verbal update

Simon Rowberry, Interim Planning Policy Manager gave a verbal update on the Duty to Cooperate. The key points of the update included:

·         A Member level meeting was due to take place on 19 January 2016 with Slough and South Bucks Council’s. the Interim Planning Policy Manager would be attending the meeting with Councillor Wilson.

·         The Interim Planning Policy Manager had started to collate an evidence trail showing how the Royal Borough had carried out its Duty to Cooperate going back to 2013.

·         The Interim Planning Policy Manager had been asked by the Leader to produce a mapped out plan of proposals which he would circulate to Members of the Working Group.

·         Additional meetings may be required.

Cllr Beer stated the Royal Borough needed to get the message across to other Local Authorities that Heathrow’s third runway was a significant threat. The Interim Planning Policy Manager commented that should Heathrow be selected for the third runway, the Local Authorities to the west of Heathrow would have to go back to the drawing board. Either the Borough progressed the plan on the basis of early review or, the Borough revisits it and starts again from scratch.

To consider passing the following resolution:-

“That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the remainder of the meeting whilst discussion takes place on items 6-9 on the grounds that they involve the likely disclosure of exempt information as defined in Paragraphs 1-7 of part I of Schedule 12A of the Act"

RESOLVED UNANIMOUSLY: That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the remainder of the meeting whilst discussion took place on following items 6-9 on the grounds that they involved the likely disclosure of exempt information as defined in Paragraphs 1-7 of part I of Schedule 12A of theAct.
