76/14 APOLOGIES FOR ABSENCE

There were no apologies for absence.

77/14 DECLARATIONS OF INTEREST

There were no declarations of interest.

78/14 MINUTES
    RESOLVED UNANIMOUSLY: That the Part I Minutes of the meeting of the Working Group held on 24 November 2014 be approved subject to the following amendments:
      At page iii, the resolution of ‘Report of Consultation: Green Belt and Countryside Character’ which initially stated “RESOLVED UNANIMOUSLY: That the content of the report was noted (including para 2.10)” be amended to:

      “RESOLVED: The content of the report was noted (including para 2.16).

      (Six Councillors voted in favour of the recommendation (Cllrs Bateson, Bathurst, Beer, Saunders, Stretton and Wilson). One Councillor voted against the recommendation (Cllr Walters).”

Sarah Ball, Team Manager – Strategy and Plans, noted that on page iii of the minutes, the report was to be considered by the Planning & Housing O&S Panel. However the O&S Panel had been postponed until 9 December and the Borough Local Plan had not actually appeared on that agenda. Ms Ball noted that she had said all along that the policies did not need to be included in the second consultation however she was unsure whether Members had agreed with her. The Chairman recalled that Members had said the report should have gone to the O&S Panel.

It was highlighted that if policies changed fundamentally they would be subject to further consultation. If changes were modest and incremental there would be no need to carry out further consultation. The paper to be discussed in the Part II (private) section of the meeting would outline how Members would know if fundamental changes would be made.
    79/14 LOCAL GOVERNMENT ACT 1972 – EXCLUSION OF THE PUBLIC
      RESOLVED UNANIMOUSLY: That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the remainder of the meeting whilst discussion takes place on following items 5-7 on the grounds that they involve the likely disclosure of exempt information as defined in Paragraphs 1-7 of part I of Schedule 12A of the Act.
