Minutes:

Cllr Beer -  Declared a personal interest in item 15/02624 as he is a member of Old Windsor Parish Council and was in attendance when this application was discussed. He had come to Panel with an open mind.

 

Cllr Hilton – Declared a personal interest in items 15/02450 and 15/02473 as he was a Member of the Sunninghill and Ascot Parish Council’s Planning Committee.  He had not attended the Parish Council meeting when these items were under consideration so would remain in this meeting and vote on the matters. Cllr Hilton’s wife Chairs the Sunninghill and Ascot Parish Council’s Planning Committee and she was speaking on items both of the items.

 

Cllr Rayner – Declared a personal interest in item 15/02624 as he personally new the applicants wife. He did not take part in the discussion or vote and left the room during the discussion.

15/02450       Mr Barter – Millgate: Redevelopment to provide 17 apartments with basement car park and associated works following demolition of existing buildings and removal of hardstanding areas as approved under planning permission 13/03515 without complying with condition 18 (demolition of outbuildings) to include the retention of The White House and The Wee Flat at Former Englemere House, Englemere Estate, Kings Rids, Ascot – THE PANEL VOTED UNANIMOUSLY that: the application be deferred for the reasons as listed below:

 

·         Defer for officers to advise whether there are any planning policies on urbanisation and intensification of use of the site and the village character of the site that apply to this development (Officers to look at all policies but, the concern of the Councillors was that the proposal was contrary to the NP which seeks to protect the area from urbanisation).

15/02624       Mr Howells – Shanly Homes Limited: Construction of 15 semi-detached and detached houses with associated access, garages, parking, access road and landscaping following demolition of existing properties as per planning permission 13/00042 and 15/00904/VAR without complying with condition 9 (vehicle parking), 11 (access) and 14 (hard/soft landscaping) and 17 (approved plans) to substitute approved plans and amendments to wording of condition 14 at 8-11 Newton Lane, Old Windsor, Windsor – THE PANEL VOTED UNANIMOUSLY That: the application be APPROVED and granted planning permission subject to the conditions listed in Section 9 of the main report.
