Cllr Beer – Declared a personal interest in item 16/01459 as he is a Member of Old Windsor Parish Council. He was present when the item was discussed but did not take part in the discussion or the vote. Cllr Beer confirmed he attended Panel with an open mind.

Cllr L. Evans – Declared a personal interest in items 16/00531, 16/02052 and 16/02220 as she is a Member of Sunningdale Parish Council and was present when the items were discussed but, Cllr Evans did not take part in the discussion or vote of the items and attended Panel with an open mind.

Cllr Hilton - Declared a personal interest in item 16/01892 as he is a Member of Sunninghill and Ascot Parish Council, although he did not take part in any of the discussion or the vote of this item. He confirmed he attended Panel with an open mind.

16/00531*      Mr Guard – Wentworth Homes: Two detached houses with rooms in roof and integrated garages following demolition of existing dwelling at Lynwood Chase, Devenish Lane, Sunningdale, Ascot –  THE PANEL VOTED to REFUSE the application against the Borough Planning Manager’s recommendations for the following reasons:

Ø  Dwellings are large in bulk and mass, close to boundaries and would cause harm to the established Villas in a Woodland Setting townscape/character of the area and to the street. This would be further diminished with reduction in garden and space around dwellings which would reduce the sylvan outlook and cause harm to the character of the area along with future pressure to prune the tree due to shading of the first floor bedroom windows. The harm caused is significant and demonstrable contrary to Policy DG1 and H11 of the Local Plan and Policies DG1.1, 1.2, 1.16, 2.2, 3.1 and EN3 of the Neighbourhood Plan.

 

Four Councillors voted in favour of the motion to refuse (Cllrs Bateson, Evans, Hilton and Sharpe), and one Councillor voted against the motion (Cllr Beer).

 

(The Panel was addressed by Patrick Griffin (SPAE), Diana Tombs (NPDG) and Parish Councillor Michael Burn in objection to the application).

 

16/01459       Poppies Day Nursery Ltd: Erection of a two storey day nursery with associated works following demolition of church as approved under planning permission 11/02336 without complying with condition 15 (number of children) to increase the number of children at Poppies Day Nursery, St Lukes Road, Old Windsor SL4 2QJ –  THE PANEL VOTED to APPROVE the application in accordance with the Borough Planning Manager’s recommendations with the conditions listed in Section 10 of the Main Report.

                       

                        Three Councillors voted in favour of the motion to approve (Cllrs Bateson, L. Evans and Hilton), and two Councillors voted against the motion (Cllrs Beer and Sharpe).

 

16/01892       Mr Cooke: Detached single storey leisure building at 12A High Street, Sunninghill, Ascot SL5 9NE –  THE PANEL VOTED to APPROVE the application in accordance with the Borough Planning Manager’s recommendations and with the additional condition as follows:

 

Ø  Condition to require that the outbuilding is only used for purposes ancillary to the residential dwelling at 12A High Street.

 

Four Councillors voted in favour of the motion to approve (Cllrs Bateson, L. Evans, Hilton), and two Councillors voted against the motion (Cllrs Beer and Sharpe).
