Cllr Lenton – Declared a personal interest in item 1 as he was a Member of Wraysbury Parish Council but had taken no part in any discussions on the item and confirmed he attended Panel with an open mind.

 

Cllr Rayner – Declared a personal interest in item 1 as he was the Councillor that called the item in to Panel. However, he stated he did not know the applicant or the agent but he did know the people in the room due to the 2014 flooding incident, one being a Wraysbury Parish Councillor and the other being the Wraysbury Flood Warden. He confirmed he attended Panel with an open mind.

17/02070*      Mr Farren: Construction of replacement detached dwelling with attached garage following demolition of existing detached bungalow and detached garage at 4 Brookside Avenue, Wraysbury, Staines TW19 5HB – THE PANEL VOTED to APPROVE the application against the recommendations of the Head of Planning and permit planning permission. The Panel did not consider that the proposed dwelling  would constitute poor design because of the design and scale of its roof. The bulk and overly complicated design of the roof would not be out of keeping with the other dwellings within the street scene and in consequence of the Panel did not consider that the proposed dwelling would cause harm to the character and appearance of the area. The Panel felt the application did not fail to comply with policies DG1, H10 and H11 of the Royal Borough of Windsor and Maidenhead Local Plan 1999 (Incorporating Alterations Adopted 2003) and core principle 4 and paragraph 64 of the National Planning Policy Framework.

 

                        Seven Councillors voted in favour (Cllrs Bateson, Beer, Lenton, Rayner, Sharpe, Story and Yong), and Two Councillors voted against (Cllrs M. Airey and Hilton).

 

                        The motion was proposed by Councillor Lenton and Seconded by Councillor Beer. There were no other motions.

 

(The Panel was addressed by Wraysbury Parish Councillor Andrew Moran in support of the application and David Francis, Flood Warden, speaking on behalf of the applicant).

LOCAL GOVERNMENT ACT 1972 - EXCLUSION OF THE PUBLIC

To consider passing the following resolution:-

 

“That under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the remainder of the meeting whilst discussion takes place on item 7 on the grounds that they involve the likely disclosure of exempt information as defined in Paragraphs 1-7 of part I of Schedule 12A of the Act."
