A motion was proposed by Councillor Larcombe to refuse the application on the basis of the access. This motion was not seconded, therefore no named vote took place.
A motion was proposed by Councillor Cannon to authorise the Head of Planning to grant planning permission upon the removal of the Environment Agency objection and subject to the conditions listed in the report, the completion of the legal agreement and officers considering any conditions relevant to the Cardinal Clinic. The motion also proposed that that all reserved matters applications pursuant to the outline permission be brought back to the committee for determination. This motion was seconded by Councillor Luxton.
