ANPR surveillance and fines
RBWM is consulting on which sites initially to deploy Automatic
Number Plate Recognition (ANPR) cameras throughout the Royal
Borough, in order to issue Fixed Penalty Notices (FPNs) for moving
traffic violations. However, we do not want to live under the
authoritarian regime of ANPRs and FPNs that RBWM plans to create.
We object to the principle of "Big Brother" surveillance technology
being deployed to penalise residents for driving in our home
towns.
FPNs issued by Metropolitan Authorities for enforcement of
vexatious traffic restrictions such as “Bus Gates” and
Low Traffic Neighbourhoods (LTNs) are a plague on both local
residents and visitors to cities across Britain. We do not want
this punitive technology to be introduced to our communities in the
Royal Borough.
Like the earlier rollout of Residents' Parking Permits across RBWM,
this is a revenue-generating proposal to monetise motorists. Use of
ANPR cameras to issue FPNs will not improve the safety of
vulnerable road users, such as pedestrians and cyclists, at any of
the proposed sites. We object to the Council’s stated
intention to move the ANPR cameras to other sites within the Royal
Borough if they fail to generate sufficient revenue in their
initial locations.
