The Local Authorities involved in the Heathrow Strategic Planning Group (HSPG) have been working together to prepare two documents:

The JSPF is a non-statutory planning framework which will express the vision and aspirations in regard to future development in the area. This document will provide an informal framework to inform future plan making, investment decision making on infrastructure and to test the Development Consent Order proposals for the Heathrow Expansion Proposals.

The EDVAC is also a non-statutory guidance document. Participants also include the LEPs. This document sets out a common approach to shaping the economic growth within the area through agreement on both infrastructure requirements and skills development.

All of the participating Local Authorities are seeking democratic approval for proposals in the framework document.
