Cllr Beer – Declared a personal interest in items 16/01878 and 16/03142 as he had attended the meeting of Old Windsor Parish Council when the items were discussed. He stated that he did not participate in the discussions or the votes on the items.

 

Cllr Rayner – Declared a personal and prejudicial interest in item 16/01878 as he was a director of a company that carried out work for the Crown Estate. He left the room while the item was discussed. He declared a personal interest in item 16/01889 as his daughter previously attended the school, and he had been involved in transport issues relating to the school when he had been Lead Member for Highways. He declared a personal interest in item 16/03323 because as a Wraysbury Parish Councillor he had been contacted by the school about the application. He confirmed that he had not prejudged the application and was attending the Panel with an open mind.

 

Cllr L Evans – Declared a personal interest in item 16/02810 as she had attended the meeting of Sunningdale Parish Council when the item was discussed. She stated that she did not take part in the discussions or vote on the item.

 

Cllr Lenton – Declared a personal interest in item 16/03323 as he had attended the Wraysbury Parish Council meeting when the item was discussed. He stated that he did not take part in the discussions or vote on the item.

 

Cllr Hilton – Declared a personal interest in items 16/01889 and 16/02699 as he is a member of Sunninghill and Ascot Parish Council, which had discussed the items. He stated however that he had not attended either of the meetings that had discussed the items.

16/02810         Mr Scott: Erection of a detached five bedroom dwelling with attached garage on Land at Priory Lodge, Priory Road, Sunningdale, Ascot – THE PANEL UNANIMOUSLY VOTED to DEFER the application so that a site visit could be made, and for Members to visit neighbouring properties at Home End and Hope Cottage.

 

                        (The motion was proposed by Cllr Bateson and seconded by Cllr Hilton.)

 

                        (The Panel was addressed by Emma East, Gill Chater, Michael Burn of Sunningdale Parish Council and Julia Chester and Margaret Morgan (SPAE) in objection.)

 

16/03142         Jordan Construction Limited: Erection of a pair of 3 bedroom semi-detached houses with associated parking and landscaping, following demolition of all existing buildings at Rosedale, 54 Albany Road, Old Windsor, Windsor SL4 2QA – THE PANEL UNANIMOUSLY VOTED to DEFER the application so that a site visit could be made, and Officers could collate details of any planning applications for new houses in Old Windsor and Wraysbury since the start of 2014 where voids have been accepted as flood compensations, either through delegated powers or Panel decisions.

 

                        (The motion was proposed by Cllr Hilton and seconded by Cllr Bateson.)

 

                        (A previous motion to overturn the Officer’s recommendation and approve the application was proposed by Cllr Lenton and seconded by Cllr Rayner. Three Councillors voted in favour of the motion (Cllrs Lenton, Rayner and Bateson) and three Councillors voted against the motion (Cllrs Beer, L Evans and Hilton); the Chairman used the casting vote to refuse, and the motion fell away.)

 

                        (The Panel was addressed by Maurice Redmond and Hugh Johnstone in objection and Ellen Timmins, the agent. The Panel was also addressed by Cllrs Grey and Bicknell.)

Minutes:

The details of the Appeal Decision Report and the Planning Appeals Received were noted. The Chairman asked that letters be sent to the Planning Inspectorate to query the result of the Appeal Decision in respect of application 15/03090 and to the Department of Communities and Local Government to raise concerns at developers misunderstanding the Council’s planning process.

 

The Chairman asked to place on record her thanks to Wraysbury Primary School for hosting Panel meetings.
